Rovers gave themselves a chance of climbing off the foot of the table on the final day with a welcome win at Forest.
They took a 16th minute lead when Ashley Hawkins latched on to a long ball forward before dispatching an excellent strike past Aaron Omand.
But a familer lapse saw Forest draw level on 26 minutes with their first shot at goal.
Joel Palmer showed good control on a poor surface and then beat Louis Godwin-Green with a cool finish.
The second half was largely one way traffic, with Rovers squandering a clutch of chances to kill off the game.
Forest resorted to pumping the ball forward to relieve the pressure, but the Rovers impressive defensive pairing of Nick Skelton and captain Lewis Sparrow dealt with anything thrown at them.
And Rovers hit a last minute winner when substitute Dan Williams hit a sublime pass through to Ashley Hawkins who finished crisply to send the away support into raptures.
Heading into the final day of the season, Rovers are now just a point behind second-bottom Ware after they lost 2-1 at Potters Bar.
